Russell Brewer is a PhD candidate based in the Regulatory Institutions Network at The Australian National University. He holds a B.A. in Criminology from Simon Fraser University and a B.A.(Hons) in Criminal Justice from Flinders University. He joined CEPS in March 2008 after spending several years employed as a tutor and research assistant in the School of Law at Flinders University. Russell’s doctoral research explores the recent transformation in policing, crime control and drug law enforcement within Australia and documents the shift towards decentralised forms of governance within the Australian Customs Service. Using Australia’s maritime trading environment as a backdrop, his research will investigate how the nature, quality and governance of public/private partnerships impact upon Custom’s ability to effectively undertake risk profiling, drug screening and containerised sea cargo examinations at maritime ports.
